The fast of Shawwal has a great virtue of getting a full year's fasting reward. This is in accordance with the hadith narrated by Abu Ayyub Al Anshori, the Prophet SAW said:

Whoever fasts Ramadan fasts for six days in the month of Shawwal, then he fasts like a whole year. (HR Muslim no 1164).

Syawal fasting can be started from 2 Shawwal to 30 Shawwal. This is in accordance with the hadith of Imam Nawawi Rahimahullah. The scholars of the Syafii school of thought say that most afdhal (main) perform the fast of Shawwal in succession the day after Eid prayer.

However, if not sequential or up to the end of Shawwal then a person still get the primacy of fasting Shawwal after previous fasting Ramadan. Because it is also called to observe the six-day fast of Shawwa after Ramadan.

Of course not everyone can fulfill the obligation to fast for a whole month in the month of Ramadan. Therefore, according to Juraidi, if there is a debt fasting, it is more important to pay the debt fasting first than to implement the fast of Shawwal.
